       April 07, 2008 Meeting Minutes       MEMBERS PRESENT: Sally Crowley Robert Hedger Mary Ann Higgins Ray Jones Michelle Joy Janet Michaud Dwight Rodgers Andrew Sankey Thoma Watson ALTERNATES PRESENT: Mel Jackson Phil Reidy ALTERNATE NOT PRESENT: Bill Zoellick A motion was made, seconded and passed to approve the March 24th and March 31st minutes of the previous two Budget Committee meetings. The Budge Committee reviewed the fourth draft of the following proposed 2008-2009 budget requests presented by Eve Wilkinson: ~Public Safety A motion was made, seconded and passed to recommend there be a stand alone Warrant Article for a one time $10,000 request for the Fire Department's Special Equipment budget for additional equipment on the new fire truck, and that any unexpended funds for this be put back into the General Fund. ~Public Works/Summer Maintenance A motion was made, seconded and passed to table the paving budget request under Services until further information is provided by the Road Commissioner. A motion was made, seconded and passed to reduce the mowing budget request under Services from $5,000 to $2,000. A motion was made, seconded and passed to reduce the Supplies and Equipment budget requests for signs from $1,300 to $1,000, and for culverts from $10,000 to $6,000. A motion was made, seconded and passed to reduce the Repairs and Maintenance budget for roads from $73,000 to $20,000, based on the recommendation of the Road Commissioner. ~Public Works/Winter Maintenance A motion was made, seconded and passed to include the proposed winter sand budget request under Services for $31,800, as approved by the Board of Selectmen. A motion was made, seconded and passed to reduce the Supplies and Equipment budget requests for signs from $125 to $0, and for culverts from $10,000 to $0. A motion was made, seconded and passed to increase the Utilities budget request for street lights from $5,800 to $6,200. ~Reserves A motion was made, seconded and passed to keep the $30,800 currently in the Building and Grounds reserve account, and recommend that a stand alone Warrant Article be included for a one time request of $30,00 from the Building and Repairs Committee for repairs on the Community Center, and that any unexpended funds be returned to the Building and Grounds reserve account. ~New Business A motion was made, seconded and passed to recommend that the Board of Selectmen create a position of a part time Building and Grounds Commissioner, to be paid a stipend, and have its own budget under the appropriate budgetary department. ~Third Party Requests A straw poll was taken for members to vote in favor of funding the following Third Party requests, without any dollar amounts included:                                                                                               Yes Hospice of Hancock County                                                        6 Life Line Food Pantry                                                                  6 Peninsula School Parent Teacher Club                                         6 Maine Coast Memorial Hospital                                                    5 WHCA                                                                                       5 American Red Cross                                                                   4 Dorcas Library                                                                            4 Eastern Agency on Aging                                                            4 Gouldsboro Historical Society                                                      4 Schoodic Arts for All                                                                   4 Community Health and Counseling Services                                  2 Emmaus Homeless Shelter                                                         2 Hancock County Homecare and Hospice                                      1 Downeast Health Services                                                           1 Downeast Transportation for the Schoodic Shuttle                         1 Child and Family Opportunities                                                    0 Down East Aids Network                                                             0 Downeast Horizons                                                                     0 Downeast Transportation                                                              0 Ellsowrth Public Library                                                                0 The Grand                                                                                   0 United Cerebral Palsy of Maine                                                     0 Yesterday's Children                                                                    0 There being no other business, the meeting was adjourned.
