          Town Newsletter          Archived newsletters are available in the list to the right in Adobe Acrobat format.March 2008                Keep your face to the sunshine and you cannot see the shadow -                                                     Helen Keller SELECTMEN/MANAGER State Paving Projects Project Manager, Denis Lovely, provided the town with a map of work to be completed on Route 186 within the next few years. Beginning at the intersection by the kiln in West Gouldsboro and going toward Winter Harbor, about 1 1/2 miles, the State has currently funded repairs for rehabilitation to be done in 2009 to 2010. The next 1 1/2 miles (approx.) is under contract for rehabilitation in 2008. Continuing down 2.2 (approx.) miles is also under contract for overlay in 2008. The last 2 miles (approx.) is also under contract for rehabilitation in 2008. Mr. Lovely confirmed the 2008 scheduled work as "carved in stone" and work should begin, weather permitting, early April. ASSESSOR'S OFFICE Hours: Tuesday, Thursday 8:00 AM - 1:00 PM as well as Friday, 8:00 AM - 4:00 PM (assessor available in the office on Fridays only). Individual appointments can be scheduled between 9:00 and 11:00 AM (Fridays only). Homestead and Veterans exemptions Homestead and Veterans exemptions: Applications are available in the office for both of these exemptions. They must be submitted to the assessor prior to April 1 for the exemption to be applied to the coming year's valuation. Currently the homestead exemption is $13,000 off the assessed value of the property. If eligible, the veteran's exemption is $5,000 off the assessed value of the property. You may be eligible for other specific veterans exemptions (widows of veterans, two veterans, blind or totally disabled, etc.) Contact the town office if you have questions regarding eligibility or need to obtain applications - 963-5589. TAX COLLECTOR Maine residents property tax and rent refund "Circuit Breaker" program applications are available at the town office. Your name will remain confidential. PLANNING BOARD The Board is currently reviewing various town ordinances in light of their age and applicability for current needs. One of the first to be considered is the Subdivision Ordinance and some of its conditions and limitations. At this time we invite interested residents to join us at our next two meetings in March (Tuesday the 4th and Tuesday the 18th at 7:00 PM). The major point of discussion is the length of a "dead end" road into a subdivision. Currently it is 1000 feet for subdivisions of fourteen (14) lots or less and in the last several years the board has given variances to allow for roads of greater than 1000 feet. POLICE DEPARTMENT Gouldsboro's contractor is responsible for plowing and sanding approximately 51 miles of roads. Our main concern is safety, whether you are plowing, snow blowing or shoveling. Any time snow is placed in the right-of-way it is a violation and a summons can be issued. It is illegal to plow snow into the roadway and leave it. Plow any windrows of snow that are at the end of your driveway into the existing snow bank. All snow must be removed from the right-of-way prior to the contractor's clean-up. BUDGET COMMITTEE March starts the active participation of the Town's budget process with four (4) scheduled budget committee meetings during the month. Recommendations of the Committee are provided to the Board of Selectmen in April for finalization of the budget that will be voted on at the annual town meeting in June. The informational session will be facilitated by Bob Cosette of Franklin, a member of the Reorganization Planning Committee (RPC) that is charged with developing a proposed plan of consolidation that will combine Flanders Bay CSD (Franklin, Gouldsboro, Sorrento, Steuben, Sullivan and Winter Harbor), MSAD #37 (Addison, Cherryfield, Columbia, Columbia Falls, Harrington and Milbridge), Jonesport/Beals, Beddington and Deblois. In attendance will be RPC members, school board members and school superintendents. The primary purpose of the meeting is to: ~provide an update on changes to the school district consolidation law ~ share with residents the preliminary work of the Reorganization Planning Committee ~ go over the calendar of upcoming events and votes of interest to residents ~ answer questions raised by the public You are also invited to contact your local RPC representatives (list available at www.schoolunion96.org) or any of the local superintendent offices with your questions: Franklin (open Mondays) - 565-3663, Union 96 - 963-5864, MSAD #37, Beddington and Deblois - 483-2734, Jonesport/Beals - 497-2154 DORCAS LIBRARY Dorcas Library will host an Open House for children and adults on Sunday, March 16 from 2:00-4:00 PM. to introduce 62 new children's books that have arrived thanks to a matching grant form the Libri Foundation. Our patrons helped us raise $350 toward the books at our Fall Craft and Bake Sale. Libri matched triple that amount, which allowed us to select $1050.00 worth of books from the lists Libri maintains of recommended children's books - for children ages birth to 12 years. These books will be added to the always growing collection of children's books which we loan to local families and use for story hours at the library. Please join us for refreshments and an introduction to these new titles. Dorcas Library counts on volunteers! If you would be willing to donate a few hours a month to catalogue or cover books, work at the circulation desk, or deliver books to patrons unable to visit the library, call Prudence Henry at 963-7087. LAST FRIDAY COFFEEHOUSE On March 28th at 7:30 PM at the Hammond Hall in Winter Harbor, Schoodic Arts for All's Last Friday Coffeehouse will host the traditional acoustic bluegrass group The Misty Mountaineers.
