In particular we have renewed a contract with the current recycling and transfer station contractors, assessor, and town manager. A new contract has been awarded to Jason Tracey for snowplowing for the next three years. We are confident these contractors will serve the town well. Eastern Maine Development Corp. continues to actively search for grants for the aquaculture park in Corea. The original grant expired a few months ago but EMDC has managed to win the first round of another grant offered by Maine Technology Institute. MTI has over twenty five million dollars available in competitive grants for projects of this nature. The total grant application is for $955,000 and EMDC has been awarded $200,000 so far. This new application proposal includes a 20,000 square foot building to house Maine Halibut for halibut growth, and the University of Maine for a wet lab. A special public forum/hearing will be held on May 14th, 7:00 PM at the Peninsula School Gym in Winter Harbor for a presentation regarding the proposal of the Winter Harbor/Gouldsboro Eco Community. The preliminary idea is for possible future development or approximately 3,300 acres (about 170 in Gouldsboro). The parcel abuts the entrance to Acadia National Park and is privately owned. Mike Saxel, attorney and community outreach representative, will be hosting the presentation and be available for public comments. TOWN CLERK Veterans from WWII, Korea and Vietnam amy be eligible for a free cane, if desired, from the Cole Foundation. The veteran can visit the Foundation with their DD214 anytime after May 1st. They are issued on a first come first serve basis and since they have a limited supply you may want to call before traveling to Bangor. Also veteran flags are still available at the town office. Zito - Robbins Point Road, Greenhouse PLANNING BOARD The Planning Board scheduled a public hearing for Tuesday, May 20th @ 7:00 PM at the Town Office. The purpose is to present the two ordinances that will be included in the warrant for the annual town meeting. Over the past several months this board has been updating both the Land Use Ordinance and the Subdivision Ordinance. The changes made are primarily housekeeping in nature, grammatical, indexing and updating to the latest state definitions or statute numbers. The other changes affect the fee structure and a change in maximum road length within a subdivision. BUDGET COMMITTEE As of this writing the Budget Committee has not completed its work on the new budget. Although we met every week in April the final figures have yet to be established. Much of the work effort has centered around studies and new long term planning which various departments have undertaken this year. Although long term planning occurs every year, this is the first year recently that ALL departments have done planning concurrently. The final recommendation to the Board of Selectmen is hopefully scheduled for Thursday May 1st at their regular meeting. If the Board of Selectmen concur with the recommendations, the budget will stand for town meeting. SOLID WASTE COMMITTEE Following a work session with the Board of Selectmen the recommendation to use the transfer station for garbage was dropped in favor of other options. These include business as usual, establishing a municipal operation with town equipment or creating a fee-for-bag or a sticker method. Since all solid waste contracts are in place for another 12 months there is sufficient time to further study and implement whatever changes may come about. The compost bins which many residents bought last month will be delivered to the town mid-May or thereabouts. There will be some additional bins available for those who have not ordered one. RECYCLING                   Make Money for the Town and Yourself! - Don't Throw it in the Trash! Coastal Recycling Center (CRC) is operating at a surplus even after extensive expansion, equipment upgrade and cost increases, i.e. energy, labor (now open four days - Wednesday, Thursday and Saturday 8:00 AM to 4:00 PM and Friday 6:00 AM to 2:00 PM) Thus CRC can process more tonnage without a per capita increase or assesment. Do your share by recycling every Wednesday. For first timers it's easy to put newspapers, magazines and scrap paper in brown paper grocery bags which will stand up nicely in "Maine Recycles" totes with cover for bad weather available now for $12.00 at the Town Office. Some citizens have asked for a routing and approximate pick-up time for recyclables going to CRC in Hancock. Unfortunately, pick-up contractor Tate McLean, cannot provide a schedule because each Wednesday is different due to weather, volume and the number of trips he has to make to CRC. This contract and Mark Wright's (solid waste pick-up on Thursdays) specify both starting at 7:00 AM. So, please be sure to have your recyclables and trash out by 7:00 AM. SHELLFISH COMMITTEE The committee has developed a conservation schedule which begins in May. Call or stop by the town office for a copy of upcoming sessions and meetings. HISTORICAL SOCIETY The first meeting of the 2008 season will be held at the Dorcas Library in Prospect Harbor on Monday, May 5th, 7:30 PM. Eve Wilkinson will lead a panel of speakers (including Sheila Daley, Doris Combs and Martha Metzler) in a discussion of the Gouldsboro Cemeteries Project; an ongoing field project of the Town and the Historical Society to collect cemetery data from all of the town grave sites. E911 NEWS With spring approaching, new building construction will begin. Anyone building a new home will be required to apply for and E-911 number. The requirements are as follows: your name, address, phone number, location of the property and names of abutting neighbors. Our E-911 coordinator will send you a letter with your assigned 911 number. The town will supply you with your first set of numbers. DORCAS LIBRARY Dorcas Library will now be handing out Patron ID cards to all new and current patrons. The cards will feature a picture of the library, your name and a four digit Patron ID number. The number will be used instead of your name when you check out materials or use the Dorcas computers or the wireless. This will put the library in compliance with the Privacy Act, which now prohibits having your name on circulation cards for library material. It you are already a registered Dorcas patron, you have a card waiting for you at the circulation desk. If you are a new patron, or if we haven't seen you in awhile, we may need to ask for identification. New patrons can sign up and get their Patron ID cards right away. Dorcas Library open hours are: Monday 4:00-8:00, Wednesday 1:30-4:00 and 6:00-8:00, and Saturday 1:30-4:00. In July and August we are open on Saturday 10:00-12:00 as well. RECREATION COMMITTEE Summer Day Camp this year will be the weeks of July 7th, 14th, and 21st. Please call Klair Moshier to sign up at 963-0928. The Committee is looking for someone to step up and chair the Little League organization for our town. Please call Annie Perry at 546-7992 to volunteer.
