Town Property Revaluations Have Begun
Gouldsboro Property Reviews & 2030 Revaluation — What Does This Mean?
You may have seen vehicles marked “Town Assessor” around Gouldsboro recently. Caldwell Municipal Assessing & Consulting (CMAC), the Town’s assessing firm, has begun reviewing properties as part of a multi-year project that will lead to a townwide property revaluation in 2030.
A clarification about the term “quarterly review”: this does not mean that properties will be reviewed every three months. Under the Town’s contract, approximately one-quarter (25%) of Gouldsboro’s properties will be reviewed each year from 2026 through 2029. By the end of that process, properties throughout the Town will have been reviewed in preparation for the 2030 revaluation.
During these visits, CMAC staff will compare the Town’s existing property records with what is actually on the property. They may verify information about buildings and other improvements, correct inaccurate records, take a photograph of the principal structure if one is missing, and collect additional information that will be needed for the revaluation.
What is a revaluation?
Maine law requires property to be assessed equitably according to its “just value,” generally meaning market value. A revaluation updates the Town’s assessing system so that property values reflect current market conditions and properties are assessed consistently and equitably.
The new townwide values will be established as part of the 2030 revaluation, not as part of the current four-year review process. However, if CMAC discovers an error in an existing property record during a review — for example, information about a building is incorrect — that correction may be reflected in the following year’s assessment.
One additional clarification: If CMAC discovers missing or inaccurate information during a property review — such as an addition or garage that is not shown on the Town’s property record — the record will be corrected and the change may affect the following year’s assessment. Any such correction will be valued using Gouldsboro’s current assessment methodology and pricing schedules, just like comparable property already on the tax rolls. The new pricing schedules associated with the townwide revaluation will not take effect until 2030.
CMAC field staff will carry identification, and their vehicles will display “Town Assessor” identification.
